First off, the item can only be found in the area of the Leyndell Royal Capital. So, you’ll need to defeat the Draconic Tree Sentinel to get in. The item is in the Leyndell Catacombs, deep beneath the Royal Capital. You can get it by defeating the boss: Esgar, Priest of Blood.
