The Tides of Justice focuses on Aloy searching for the Raiders on the sea. Completing errands or quests like this can give you multiple rewards. This guide will show you how you can complete the Tides of Justice quest.
Tides of Justice – Horizon Forbidden West
To start the quest, go to the quest area on the map below. Talk to the NPC called Cragella near the docks and she will give you the quest. Unfortunately, you cannot use your mount here so you have to swim.
Jump off the docks and start swimming towards the quest area in the ocean. Once you are far enough away from the shore, you can call on your mount and fly the rest of the way to the quest area.
When you reach the quest area, you should find some wreckage in the middle of the sea. Talk to the single raider here and she will tell you that the others are to the west. Follow the quest area to the west.
As you get close to the tower, the raiders will notice you and try to shoot you down. Jump down from your mount and defeat them.
Once you defeat all the raiders, you will complete the quest.
