Its unique civilization ability is Meiji Restoration, which gives all your districts +1 adjacency from adjacent districts. For the combat units, Japan uses the Samurai, which has 48 combat strength and will receive no combat strength penalty if they are in low health.

The Unique building of Japan is the Electronics Factory which gives you additional 4 Cultures from a regular factory. For the main strategy of Japan, well, you can go for any victory type if you use the Japanese civilization.

The reason why Japan is one of the most popular civilizations in Civilization VI is due to its versatility, allowing you to go for any victory type you desire. However, the most optimal strategy for japan would be Domination and Culture.

If you are going for the Culture Victory, focus on Theater Squares. For technology, go for Astrology and Ironworking. When you reach the late game, shift your focus to the electronics factory. Your main focus will be to get as many writers and musicians as much as possible.

For a Domination Victory, go for Ironworking and Siege Towers. Focus on getting encampments and building your Generals. This can help you dominate and conquer other territories when you get to the Medieval Era using your Samurai units.

The best wonders for Japan are the Bolshoi Theaters, Hermitage, Sydney Opera House, and Broadway. But if you are going for the Domination route, go for the Terracotta Army.
The best government for Japan is Oligarchy or Theocracy.
