First of all, once you enter the level(elevator), you shall need to have previously disguised yourself as an officer. With this disguise, you will be able to talk to the NPC in the hidden room to learn that Miley was smoking.

Walkthrough the room with all the bodies. Cross over the yellow tape in the broken wall. Here you will see a little girl and a little cutscene will start playing. Follow the little girl through the door that she walks through.

Get inside there and after the cutscene walk to the left. Keep walking straight and at the end of this walkway, there will be a ilusion door. Enter it and talk to the NPC laying wounded on the ground.

After this get the Forensic Disguise and you shall need to speak to Richard. Remember where you turned left to go through the illusion? Now go right. Keep on walking until you see blood on the walls and Leysha starts gagging and sensing lots of hunger. An officer will be at the left door when this happens.

Confront that guard that’s talking to the Forensic Specialist. From him, you will actually steal this disguise.

Now with the new disguise, go on the right at the yellow tape and over it again. Leysha will sense the big hunger again and talk with Halsey. You will find Richard in the room in front of you laying stabbed on the bed. Confront him to get clues. You do not need to win this confrontation in order to save Miley.

Now go outside on your left, and find yourself a government disguise. There will be a special government agent blocking your road, steal it from him. You will need to go back to change all the way back to the little toilet.

You can get out through the yellow tapes. On your right, a trail will appear. This is the cigarette trail from Miley. You will need to follow it. Just keep following it where it takes you. You will see a dead body shape colored on the ground at the end.

Go back and talk to the agent next to the 3 containers which is gonna be outside. Very important is to choose the K12 container to take down. Inside this container will be Miley.
