Deek is your House-Elf who resides in the Room of Requirement. He is also the one who will give you the Nab-Sack which allows you to collect various magical beasts and place them in the Vivarium to make them your pets.

How to Complete The Plight of the House Elf Quest
The Plight of the House-Elf quest can be unlocked once you finish The High Keep main quest.

Start the quest by going to the Room of Requirement and talking to Deek. He will tell you to search for his missing friend Tobbs. Here’s how:
Find the Cave

Head to the location marked by Deek to locate the cave. You will find yourself inside the Spinners Cavern filled with arachnids. There is only one way inside the cave, with a few side paths.
Make sure you empty your gear slots, as this cave has tons of chests. Also, prepare for a boss battle once you are near the location of Tobbs.
You can find Tobbs at the end of the cave.
Read the Note

Upon reaching Tobbs’ body, you will find a note beside it; read it to finish the objective.
After reading the note, exit the cave and return to Deek to bring him the sad news about his friend Tobbs and complete the quest.
