You can’t get this version of Jotaro on the normal banner, instead you can get him on Act 6 of the Nightmare mode of the Star Mansion Story Mission. There’s a 0.5% probability of getting him, so you just have to grind this act and hope the RNG works in your favor.

On the field, it’s recommended to place this unit near the enemy spawn. His AoE combined with his short cooldown makes it so any enemy that enters the field will get the full force of his attacks.
