This is how to fix download incomplete replay error in CS:GO:

Exit out of Global Offensive.

Open Steam, then go to your Library > CS:GO > Properties.

After that, go to the ‘Local Files’ tab, and hit ‘Browse’.

While in the CS:GO directory, click on ‘csgo’ > ‘replays’.

Delete the most recent replay file.
After that, make sure that you have a stable internet connection, and launch Global Offensive again. Then, navigate to replays and try to download the particular replay you want.
