There’s a total of five keys for the safety deposits at the Halperin Hotel. They’re quite easy to obtain as you don’t need to apply blunt trauma to a special zombie for once. You do have to finish the “Room Service for Major Booker” quest first to access some of the other areas that are blocked off. Safe-Deposit Key #09 can be found in the lobby.

Safe-Deposit Key #09 can be easily found on top of a gray Lifetime Table in the middle of the lobby. This is where the military set up their mobile office space and will be in your full view as soon as you enter the hotel and look to your right.
