The Deserted Underpass lies within the southernmost part of Caldeum in Kehjistan. Its location borders the northern part of the Southern Expanse where the Conclave Dungeon is. The quickest way to the entrance would be from the Fields of Hatred. Use the Denshar Waypoint there and go west.

The first area you’ll end up inside of the Deserted Underpass will be the Webbed Caverns. You’ll encounter some Plagued Creepers and Toxic Lurkers as you make your way through. Follow the rest of the objectives the dungeon will give out to get the Legendary Torturous Aspect. The perfect utility enhancement for dark arts practitioners lacking in morals, these would be Necromancers.
