This will be part of a quest that Goofy will give you. You will have to walk around the map and look for his Fishing Rod. The quest is called Fishing Expedition and this is how you can complete it.

The Fishing Rod of Goofy’s will be located in the Meadow Map. There will be a little pond on the very right of it and you will want to go from its right or east side.

You will need to come to exactly this same location as in the picture above.

When you get here you will find the Fishing Rod actually just placed on the ground. You won’t need to go swimming after all!
