Reach Friendship Level 2 With Anna
In order to remove any tree stump you want, you first need to unlock Anna. After unlocking Anna, you then need to reach Friendship Level 2 with her. When you do, you will get the quest called “An Icy Invitation”. In this quest, you will need to upgrade your shovel in order to proceed with the quest, which Anna gladly gives you the upgrade.
With the upgrade, you can now finish the quest and then move on to removing all of the pesky tree stumps so you can replace them with something better, like a flower bed.
