But that’s not the problem, and neither is Seyka’s attitude. It’s you to find a charged power cell inside of a building that’s crawling with moving targets, or victims, depends on how you see them.

For His Amusement Power Cell Location | Horizon Forbidden West | Burning Shores DLC
First you have to find the power cell so make your way out of the room where the console is by prying the door open on your right. Run past the operating table in the next room and go through the open door that leads to another room with a locked door, take a left turn into the tunnel to access the corridor on the other side.
Take a left at the very end of the corridor and you’ll be able to see the power cell through an observation window, it’s a two-way mirror at this point since you can clearly see what’s on the other side. Now send your Pullcaster through the window and yank the wall open to the right. Retrace your steps and gain access to the power cell by going past the server room you just carved your way out of.
As easy as it may seem to do in real life, Aloy doesn’t really know how to drag a battery through small spaces with the Pullcaster, nor does she know how to roll them regardless of its cylindrical shape. The next best thing to do is to go to the room next to the tunnel you accessed earlier and fry the Firegleam to punch another hole leading back to the operating table.
All there’s left to do is to plug the battery in, pull the lever without asking for further assistance, and stumble back into the operating room to play a cutscene. Now you don’t have to walk around with your hands tied down!
