The Admin Panel is essentially your cheat console, where you can input different kinds of cheats like Super Jump or giving yourself all weapons.

How to Access the Admin Panel
In order to access the Admin Panel, you will need to either start a Single Player game or host a Multiplayer game.
It’s important that you need to be the host if you start a Multiplayer game, as it will grant you the privileges of bringing up the Admin Panel.
Once in the game, open up the Chat Box by pressing the Enter key. There, you will type in cheatstick. This is the command that will grant you access to the Admin Panel in the game.
After inputting the command, you can then press F1 to open up the Admin Panel. Here, you will be able to input any of the commands available in the game, like the godmode command.
