You will need to get a Vial of Ocean Water in order to complete the Breaking the Ice quest. There will be a couple of other items that you’ll need to collect to complete it too, but the Vial will be the first on the list.

So once you spawn here on the beach where you’ll need to look for the items, there will be something glowing just next to the water on the beach. Take a look at this location here:

You will need to take your trusty shovel and just proceed to dig around this area. Then you will get an option to Pick Up the Vial of Ocean Water. It is a very hard-to-spot type of item so you’ll need to actually go very close to it so you won’t miss it.
