You can just run on the beach and you can see it. Usually, a very good tactic of catching them is also going inside the water with a water mount and looking for the Wingull from there.

Once you have caught it and it is yours, you will need to level it up to the level 25. Once you get the Wingull to level 25 you will get it to evolve into the Pelliper Pokemon. You can use different types of tactics to evolve it but using some Candy works just fine too.
