Locating this material can easily be done by searching caves where Fremen have settled throughout the map. They will have icons like these, so always be sure to look out for some. They could just be nearby.
Once you spot one of these sheets, all you need to obtain them is slash at it with your primary attack.
Additionally, you can also get small amounts of this fabric through loot that you can find throughout the game!
