You are going to need to play through a big chunk of the game before you actually come to them. You shall need to pass a total of 17 quests from the main storyline and then you will come to one called Jackdaw’s Rest.

When you finish this quest, the talent points will be available for you to open and upgrade.

Once you have them, you are able to access them as you play while playing the game. There are multiple options that you can go for all of which are different. To level up and get Talent Points you are going to need to be leveling up your character.
