How to Unlock Jetpack in Prospecto Valley
Before you can unlock the jetpack, you will first need to complete the quests Glazed-Overdrive and Drive-Thru Nearby. These races will be unlocked as you progress through the story. Once you complete both quests, you will unlock the Rotorhead quest. Go to the marker in the image below.
Speak to Chrome Dome to start the quest. The goal of the quest is to go through the rings in the sky by flying through them. Once you complete the quest, you will then unlock the jetpack in Prospecto Valley.
