The location where you are going to find this weapon is the Redscope Village Entrance. In order to go there, the first thing you should do is to warp to the Vestige of Hannelore.
Turn left from the vestige and then right when you reach a fork in the road.
Keep going straight for a while and turn right when you see a big tree in your way.
From that direction, turn right once more and you will see a ladder on the wall on your right. Climb up and you will see a gap in front of you.
You need to use your lantern to form a bridge between you and the building on the other side.
Use the bridge to get to the other side. Fall down and you will see some tombstones on your left. You can obtain the Raw Mangler Axe in front of the tombstone.
