The room can be found in the Mawizeh Marshlands, specifically in the middle area.
The room can be found in this building. Enter through here (or anywhere, but the main door is here).
Once inside, look for the room with the lock icon. You can see it once you get close enough to the door. Approach the door and you will get the prompt to use the key and open the door, letting you loot whatever is inside.
