Boosting your 2^nd driver’s stats can be done in several ways, and the game tells you what happens if you do.

First off is from Personal Department Events. You can improve your 2^nd driver’s status from these events as you choose answers which will help your driver focus on improving in that area. These happen sometimes in the career mode and when you finally get a total of 10 boosts, you will then unlock the trophy.
