In order to find this weapon, you should first teleport to the Vestige of Marco the Axe in Redscope Windmill.
From the vestige, head to the west and follow the road on your left.
After that, you will see some stairs on your left. You should go from there, and you will find yourself in the middle of a puddle.
There, you will need to enter the Umbral Realm. Keep following the road and go to the left.
Then, stop when you see a ladder on your left. Climb up the ladder and use the Emergence Effigy on your left to exit the Umbral Realm.
After emerging from the Umbral, keep going to your right, and turn left.
Climb the ladders and follow the road; climb another ladder and turn right.
Keep climbing the stairs until you reach the top. Then, you will see a small area covered in lava on your left. The Rusty Cutter will be in the middle of that area.
Get to the weapon and take it as soon as possible. Try to be quick, as you will need to stand in lava while doing that.
