The Ring of Bones can be found in the Sunless Skein Hoist. You can get there by making use of the nearby Vestige of Catrin. Sadly, the ring is sitting on a corpse surrounded by water you can’t traverse. To lower the water levels, you need to pull on a lever before dropping into the pool.

Leave the room along where the Vestige and Byron is and follow the rails leading into the cave. Keep following the tracks until you get to where the ladder is. From there, you’ll be able to see an item in the water.

Look to your left and pull on the lever while you’re in Axiom to lower the water levels. This will open the floodgate in front of you and grant you access to the rest of the cave below. The corpse will sink to the bottom as well, but the levels are safe enough for you to walk around in.
