Basically, it is summoning a duo of bows or a bow double that will be floating in the air shooting at nearby enemies that have encountered you. It will keep firing and stacking Crossbolts into its targets and with each hit, it increases your damage output by 4%.

This really helps and stacks together a lot of extra damage if you focus on the enemy which the Lovestruck Beau has already targeted.

This is something similar to the Bolt Last of the last DLC. The Lovestruck Beau is much much better though and actually, this Beau can summon 2 companions(or bows) that will follow you and continue to deal damage to your enemies.

The 2 bows following you mean a double % of the damage output that you’ll do. This will be an 8% stack with each second the bow will stick a bolt into an enemy NPC. The bolts will stay active on the enemies for 7 seconds.
