Some of them are easy to find while others need a bit more effort to unlock. This one is the former and is relatively easy compared to the other summons. Here is how you unlock the Cactuar Summon in the game.
Step 1: Kactuar for Cactuar

To get this summon you’ll first need to go to Mission 3-1-3 and defeat the Kactuar there. This will unlock the mission M10-1-1. At the start of the mission just stick to the right wall until you see the little green guy jumping around.

Once you’ve unlocked the missions all you need to do is finish the missions 10-1-1 to 10-1-3 and at the end you’ll get the ability to summon the Cactuar!
