A lot of these areas are full of these things, and as you progress, the number of Cube Fragments that you can find in a single location varies. New Royal Plateau: Top Cube Fragment Locations
At this point in the game, all of the Cube Fragments offer more than 1 quantity for each party member, and can sometimes give Cube Fragments to more than 1 party member as well. Meaning one Cube Fragment on the ground is actually 3 Cube Fragments for Sanji and Chopper.
There are 5 Cube Fragments in the New Royal Plateau: Top map, and in the 3rd Level – Foot of Flower Hill, you can find a Cube Fragment for Robin and Zoro here, in the remnants of a blue house.
Not far from the last Cube Fragment, you will find a small entrance that only Chopper can go through. Change into Chopper and follow the path. It will eventually go up and you will find a Cube Fragment for Sanji and Robin here.
Continueing down the path of the Foot of Flower Hill, you will eventually find a Cube Fragment for Chopper and Zoro in plain sight.
In the Spike Canyon area, as you step foot on the large spike, look to the side and you should find a Cube Fragment for Usopp and Nami in a destroyed house with smoke coming out. The shine of the green light will make it easier to find it.
The last Cube Fragment can be found in Flower Hill Bluff. There is a Cube Fragment that is on a lamppost and to reach it, you will need to be on the large spike that is protruding from the wall on the right. Once you’re on it, you can reach the Cube Fragment that can be used for Usopp and Nami.
