To get the God Set and Maxim Boat, you will need to find and defeat Boss Enel. You will find Enel on Sky Island 2. However, if you are below level 1725, you will not be able to enter this island and fight Enel, as you are considered too weak. But if you are powerful enough, then you can find Enel here.
The drops are percent chance, so you may need to fight Enel a lot of times to get the full God set and the boat. The God set contains three items: Pain, Cap, and Clothes. Once you have all three of the God set, then you can focus on getting the Maxim Boat. Once you do defeat Enel and get the Maxim Boat, you can then use that to sail the ocean.
