First off, we’ll need to go to the west of Asipattravana Swamp. You can use the image above as a reference. The shrine is actually high up on the cliffs above the road there, so you’ll need to get yourself up there. Once you do just go northeast following the cliff until you find it!

Now all you need to do is go up to it, interact with it and use a Sumeru Shrine of Depths key on it. Inside is a Luxurious chest with all sorts of goodies inside!
