You will find the Hidden Ones’ Bureau south of the viewpoint in central Harbiyah. To locate it, go to the southern parts of the area and get to a rooftop.
The easiest way to find the pinpoint location of the Bureau is to utilize Enkidu.
Use your bird’s view to wander around the southern part of the city. A yellow sensor will appear on your screen. Use it as a compass and fly towards it until it gets larger.
Enkidu will mark the location for you. Keep an eye out for a rooftop with the traditional Assassin’s Creed logo, which is where the Harbiyah Bureau is located.
