Speak to Sunny and you will see that the Improved Bug Net is for sale. This is the only way to upgrade your Bug Net. The Improved Bug Net costs 3700 in-game currency. Once you have it, you will be able to use it. You can tell the difference because the Improved Bug Net has a much larger radius than the regular Bug Net.
