The Tusmaa Rift is located in the Dry Steppes. You must advance through the Act III campaign in Dry Steppes in order to gain access to the Dark Ravine Dungeon. Here is a list of quest you need to complete in act III:

After unlocking the Dark Ravine dungeon on the world map, you can go there. The closest waypoint there is Ked Bardu.
The best thing about this waypoint is that there are no conditions you have to meet in order to access it. You can simply unlock it by going to Ked Bardu.
Upon unlocking Ked Bardu viewpoint, you can easily go to Dark Ravine by going to the east from that point.
