Even though it says that you can “Find this item in the world to unlock this log entry,” it’s not even accessible through the command artifact. The way to achieve this item in your logbook is to select the artifacts of Enigma and Command since this is the quickest way to do it.

Start the game with these two artifacts and find a Newt Altar in the stage to visit the Luna Bazaar.
Next, purchase the Gesture of the Drowned to speed up the process, and this is the reason why you should have the Artifact of the Command. As for the Artifact of Enigma, it will allow you to spawn with a random equipement which is going to change every time it’s activated.
You can buy four of them, but make sure that one of the lunar items is an equipment item since you’ll need to swap between the Remote Caffeinator and any other equipment item is on the floor. Afterward, you’ll see that the new equipment item will appear in your inventory, and you can switch between the two items so you can discover it.
Currently, this is the only method of accessing the logbook and using the equipment through artifacts. Also, its effect appears with the Bottled Chaos.
