While Pokemon usually learn moves by themselves, either from leveling up or evolving, you can actually teach your Pokemon new moves without having to rely on both options. There are things called TM and HM in the world of Pokemon. TM means Technical Machine, while HM means Hidden Machine. Both are not different from each other, as the purpose of both items is to teach Pokemon moves. One such popular move among Pokemon players is the powerful Solar Beam, which you can find a TM of in Scarlet and Violet.

Go to the Desert Area Near Levincia
The Solar Beam TM can be found in the desert area of Levincia, just north of the town.
The Solar Beam TM can be found at the base of this tree, but you will need to climb to a higher ground in order to reach it. For this, you will need the Climb ability from the False Dragon Titan to do so.
