The game tells you that the Here and There Fish can be found anywhere in the morning and evening, but don’t actually listen. The best way to catch the fish is to fish in the evening between 6 PM and 9 PM. Any other time past that will result in you not catching it, but other fishes instead. Catching in the morning time is possible, but you will have a higher chance to do it in the evening.
