Go to Teerakai
Zenet Avis is a winged creature that can fly around (so you better have a mount that can fly, because you will be wasting your time if you do not) that can be found in the Teerakai area.
You can find Zenet Avis just flying around here. You will have to find solid ground near it in order to battle the winged beast, however.
