When you enter Vaal City if you got to go to the cliff or river layout, go to the top right. Else, go to the center and a bit to the left. If you can turn to the right early, then go to the top left. But if you can only turn right later on, then turn right and it will be in the center.
If you find the cliff, the exit will be on the top-right of the map. You can then follow the path of the cliff this way. Following along the cliff will help you navigate the map easily. The layout will be different each time but you can reset it by going out and entering again.
This way, you can follow along which path you would like towards the exit.
