When you enter this area, you will find yourself with bird statues everywhere. Naturally, your first instinct is to go to whatever direction it is they are pointing. However, what you should do instead is run to the edge of the area.
After going to the edge of the area, you will eventually find yourself in an area surrounded by large skulls and hordes of rats. You will be attacked by a lot of things, and you will be fighting for your survival. But you have to instead throw Extinguis at the brazier. This will then proceed with the story and you will find Hugo.
