Zoro can be found on a boat just south of the starting island where you do most of your training. It’s just off the coast of where the Volcano is and also has a yellow quest marker visible on your map. To get there without drowning, find the nearest Bus Station and fast travel to where Volcano Island is. Fast travel points are marked green on your map.

Now that you’re on the island, you can go ahead and fly around the coast until you see the ship Zoro is chilling on. The easiest way to get there is by flying. To do that, you’ll need a special mount called the Flame Flight. An item that you can get from bothering the Boom NPC one too many times.
