You won’t hide from me.
Final Fantasy 7 contains a lot of political themes in the game. Environmentalism, capitalism, as well as war between nations. It’s easily one of gaming’s most political video games underneath all of the large swords and spiky hair. In this guide, we will be focusing on finding Wutai spies that have infiltrated Midgar and are planning to cause hard to the populace. As a Shinra SOLDIER, Zack has to find all of them. But with the help of this guide, it won’t take more than 30 minutes, tops.

Wutai Spy Locations
To start finding the Wutai spies, talk to the SOLDIER in Loveless Avenue. He’ll tell you that Wutai spies have infiltrated Midgar and that he needs your help to find them.
You can find one of the spies walking around here. Take note that you might have to talk to them more than once. The spies will try to blend in and deny that they are even spies to begin with, but the more you talk to them, the more they realize that you got them and are now trying to capture them.
In the Sector 5 Slums, specifically in the Market area, there is a Shinra Trooper patrolling around. This one is a Wutai spy, and you will have to talk to him multiple times.
The third spy can be found in the Shinra HQ lobby on the second floor near the elevators. When you first look around, you might find no one there. You will need to walk around a couple of times until the Wutai spy disguised as an employee appears.
In the upper area of Midgar – Streets, there is a man flirting with a woman. What the man doesn’t know is that the woman is a Wutai spy. Talk to the woman to save the man from embarrassment (and because she’s a Wutai spy).
In the Exhibit Room back in Shinra HQ, there is an employee in front of the model rocket developed by Cid. He is another Wutai spy, but this one takes a bit to talk to before he gives up.
The last Wutai spy can be found in the Sector 6 – Park area. This one can be hard to find, because there’s so few adults and a lot of children. Well, the Wutai spy is actually a child. We don’t blame you for not assuming the child is a Wutai spy, but the more he proclaims that he’s a proud Wutai warrior, it gets a little suspicious.
