In the slums near the training equipment, you’ll be able to increase your Bad Reputation by taking the Robbery quest. You can start this task by talking to the NPC Crook, who will ask you to pickpocket other NPCs. After you’re done, you will increase your bad reputation.
There are many other quests you can find along the way as you progress. For example, there’s the Lost Cat quest where you need to find Cats and return them to the police officer for good rep. However, you can also change the outcome and give the cats to a bad guy and receive bad rep. Another quest could be from Silas the Civilian, who will ask you to help him find his little Pepper and return him to the police station.
To have a neutral reputation, you’ll want to do a combination of both good quests and bad quest endings. This Reputation system will measure your moral standing. The type of reputation you have will determine what contents you’ll have as you progress, along with quests with different endings or outcomes.
This means that you can receive unique quests and rewards from NPCs. Factions may also invite or remove them from their group, as you progress, you can receive both benefits as well as some disadvantages. Some areas may also become harder or easier for you to get in.
