The Blades of Chaos were Kratos’ weapons in the original God of War game, God of War Ascension, and God of War Chains of Olympus. In the original God of War, Kratos was stripped of the Blades of Chaos by Ares. They were never seen again years later until God of War 2018 (not counting Chains of Olympus and Ascension, as those are prequels). It is assumed that Kratos found them and brought them with him, despite his feelings of resentment towards his past. But now that he has embraced it, he wields them proudly.

Go to the Temple of Light in Alfheim
The Hilt of Gram can be found in the Temple of Light, which is in The Stronds in Alfheim. You can get there easily if you have the gateway unlocked, letting you get to the area that much faster.
Open the Legendary Chest
The Hilt of Gram can be found in a Legendary Chest inside the Temple of Light. There will be a puzzle you need to do in order to get to it, but it is quite easy to get it.
