Dark Frosting has as a chance of dropping whenever you will do a Stasis Damage Kill. This means that you will need to equip yourself with any type of Stasis Damage weapons and just go looking for enemies that you can slay.

This is a very good location where you might go and start looking for Dark Frosting:

Once here you will just need to enter the cave tunnel and follow it all the way to the end until you reach the shoreline. Next to the shoreline, you’ll find enemies that you can entirely wipe out. Once you kill enough, you will get the Dark Frosting. Congratulations!
