You can get the Zap Plate in Sunnyshore City, which is a Port City that is built around the bay of the cape. In Sunnyshore City, there is a staircase or elevated walkways near the Pokemon Center. Go up the stairs or walkway and follow the path until you reach the Lighthouse. The Zap Plate is located near the entrance of the Lighthouse.

A Zap Plate is an item that your Pokemon can hold. The Zap Plate first appeared in Generation IV and it can turn the Judgement Move into an electric-type move. The Zap Plate can also boost the power of Electric-move types by up to 20%.
