You will first need to complete the Pokémon League and register all 150 Pokémon in Sinnoh Pokedex.

Then find the National Dex by following the directions on the Poke Radar.

Next, make a conversation with the girl in Sandgem. She will let you know about Pokémon that appeared in Swarm.

Be careful if that Pokémon is not NOSEPASS you will have to go back the next day.

Then follow route 206 that she told you. There is a possibility to find Nosepass in the grass here.

Finding Nosepass is quite simple. Next is his evolution into Probopass.

To get Probopass all you have to do is level up Nosepass and he will evolve. You can do that in Mt. Coronet. As you can see getting Probobas is also simple and you only need to follow a few steps.
