Running a country is never easy, especially if you don’t know how to make use of your resources in Rise of Nations. Who else is going to paint that map you’re looking at if you don’t know what to do with the ships you have?
That’s what we’ll be focusing on today, your Navy! No self-respecting country should ever make a move on their neighbor if they wish to completely ignore naval combat. In this guide, we’ll bring you up to speed with the different kinds of vessels you can use in order to make your beach landing a little bit more bearable.

There are six types of naval units in Rise of Nations. Your naval composition will consist of frigates, destroyers, submarines, battleships, transport ships and aircraft carriers. Making use of each type of ship is the same as playing a very complicated game of rock paper scissors.

The Basics

You need to make a steel factory first if you want to start producing steel for battleships. An Aircraft Factory is needed as well for your aircraft carriers.
The time needed to make each ship will differ depending on what you’re making. It takes one month to make a destroyer or submarine while it takes three to four months to make a battleship and an aircraft carrier respectively.
Destroyers
These should be your primary naval asset. Your neighbors are guaranteed to have submarines and these bad boys are your only hope of combating them. Use these to escort units overseas, sink transport ships, and fight aircraft. You cannot achieve naval dominance without making use of your Destroyers.
To produce one, you’re going to need $16,000,000 and 7,500 manpower. You also need to have an extra $250,000 lying around for upkeep along with two units of oil.
Submarines
Submarines are primarily used for stealth. Not only do they make quick work of transport vessels, but they’re also quite useful when it comes to taking on large vessels like battleships and aircraft carriers. However, they’re quite vulnerable to destroyers and frigates. You can only imagine the crew’s horror every time they have to start dodging depth charges.
To produce one, you’re going to need $30,000,000. You also need to have an extra $340,000 for upkeep along with 0.5 units of oil.
Battleships
The flagship of any invasion force! Sinking a battleship will hurt your enemy’s economy, and more importantly, their ego. Battleships are used to counter destroyers and frigates along with taking down enemy aircraft and ground units as long as the artillery is in range. Make sure to have a few destroyers nearby to protect your ship from submarines. You’ll never financially recover if you lose your battleship at any time.
To produce one, you’re going to need $75,000,000. You also need to have an extra $1,615,000 for upkeep along with 8 barrels of oil, 10 units of steel, and 12,500 manpower.
Aircraft Carrier
Aircraft carriers almost have the same advantages a battleship has. The only big difference is the fact that aircraft carriers can bombard ground units within 525 kilometers. Use these to neutralize enemy aircraft and bombard smaller naval units from a distance. Just like the battleship, you’d want to protect these with Destroyers. Have these in an inland sea to deny enemy movement over an entire possible front.
To produce an aircraft carrier, you’re going to need $250,000,000. You also need to have an extra $4,200,000 for upkeep along with 30 barrels of oil, 25 units of steel, and 25,000 manpower. 10 Aircraft Parts are also needed in order to make one of these.
Frigates
Frigates are cheap, quick to make, and an effective unit to take on submarines. The only problem with these units is that they’re so weak, even land units like troops or tanks are able to kill them. Destroyers are favored over frigates in Rise of Nations.
Still, if you wish to make one of these here’s what you’ll need: $3,000,000, $54,000 for upkeep along with 0.15 barrels of oil and 2,500 manpower.
When to Use Your Navy
You really don’t need a navy at the start of the game. But if you wish to take over a neighboring country run by the AI then you will need a destroyer and submarine at most. This goes the same way if you wish to defend your own country. An easy way to convince your enemy to tap out is this.
Have your land units move in on any far off city your neighbor controls. This will result in the country sending in their troops to take back the city you just took. Once you see them move their troops into the water, ambush it with a submarine. A destroyer works too but it’s better to not take any chances if you want to win.
If you want to achieve naval dominance over your neighbors you will need a fleet composition that consists of:
- One Aircraft Carrier
- Three Battleships
- Six Destroyers
- Six submarines
This can be achieved if you have an income of at least $50,000,000.
Naval Generals
Once you have a navy big enough to make the English look at you twice it’s time to get some generals. You’ll need to level them up through training and experience. The best way to train your generals is to makeat least 20 frigates along your coast and have them assigned to the general you have. This will promote your general in 6 months, which won’t cost you a lot and will also allow you to skip out on naval research in the early game.
