The “Access Is Key” mission in Starfield is a faction mission that you need to do for Ryujin Industries. The mission starts as soon as the mission “A New Narrative” ends. Imogen asks you to obtain a Security Keycard from the Neon Security HQ as a test of your skills. She will also want you to handle this peacefully, and one way to do it is to wear Security Guard Uniform.
Security Guard Uniform Location | Access Is Key
The Security Guard Uniform can be found in various places, but the closest one is obviously the Neon Security HQ, where we will also get the Security Keycard from. First, head to the HQ.
Go inside the building and without talking to the guard, head left and straight to the stairs. You will see a locker room in the upstairs.
In one of the lockers to your right, you will find a Neon Security Uniform.

After obtaining the Security Guard Uniform, put it on and head downstairs. Find Neon Security Chief and start a conversation with her. You can ask for a favor here, and if you pass the Persuasion test successfully, she will give you the Security Keycard.
