To the eastern parts of Mirroria city is the reception area. Go there and go to the center of the hall, to the south should be a row of vending machines that you can interact with.
Interacting with the machines will give you an interface similar to a vendor and that’s where you can get a Frozen River Crossing for around 50 Mira each.
