Tower of Fantasy is one of those Gacha games that came to the west after the Gacha craze, and it’s one that stayed. This enemy can be found in the northern parts of the Urban Residential Area of Third City. You can use the image above and below to help you find your target. The enemy isn’t that hard to find when you’re in the general area, since Reinhardt is a giant turtle-like enemy.
