Like most trainers in the Waking shores, the Leatherworking trainer can be found in the Wingrest Embassy, just look for an area where you can find a lot of leatherworks and you can find the NPC there. You can use the images above and below as references. There’s not a lot of tents in the area so look for a tent to ease your search, she’s under one of them.
