To unlock them, you’ll need to locate mercenary caravans, which are randomly scattered on the map. You may have explored the entire campaign and found only one of these caravans, so they’re quite rare.
Once you’ve found one, enter the caravan, defeat the Jailer guarding it, and emerge from the battle. You should now have a mercenary unlocked and ready to use.
I want to emphasize that you don’t need to ensure the mercenaries‘ survival or anything like that; simply completing the encounter should be enough to unlock them.
